Add few drops of oil in a pan. Fry red chilli for a minute on low flame. Add coriander seeds, cumin seeds, mustard seeds fry till aromatic. Then add 1 curry leaves fry for few seconds and turn the flame off. Allow it to cool down.
In a mixer grinder, add grated coconut, jaggery and above fried spices, pinch of salt and grind roughly for 5 seconds.
Add the mixture in a bowl, add flattened thin rice and mix well.
If you want soft phova chutney squeeze while mixing. You can also add some more coconut for soft phova chutney.
